Governor’s Council To Fund Winter Outdoor Sports Activities for Underserved Youth


The Vermont Governor’s Council on Physical Fitness & Sports is accepting proposals for winter outdoor sports youth initiatives that foster access to sports and fitness activities, especially for young Vermonters from communities that historically have not participated in the activity primarily due to lack of access or feeling unwelcome or unsafe.

The grant period, slated from January 31 through December 31, 2025, offers an opportunity for organizations to propose new or enhance existing programming that fosters inclusivity and accessibility in winter sports and fitness. In keeping with its mission, the Council recognizes the importance of addressing systemic barriers that have historically deterred or excluded certain communities from participating in these activities, and seeks to support initiatives addressing these issues, in part, through this grant program.

“The Council’s mission centers on the belief that everyone should have equal access to the mental, physical, and social benefits that come from an active lifestyle including sports, fitness, or outdoor recreation,” said Janet Franz, chairperson of the Vermont Governor’s Council on Physical Fitness & Sports. “Our goal is to support the work of community organizations that encourage and support access to youth fitness and sports in an environment where all individuals feel welcomed and supported.”

Eligible applicants include, but are not limited to, community groups, recreation departments, non-profit organizations, faith-based groups, schools, and community-based health centers. The Council encourages proposals that demonstrate a commitment to diversity, equity, and inclusion in winter sports, particularly for Black, Indigenous and People of Color and traditionally underserved populations.

A total of $8,000 is available for this award period, with the possibility of funding being split among multiple recipients. The total number of grants and amounts awarded will be based upon the number received and reviewer evaluations. Successful proposals will outline measurable outcomes and strategies for assessing the impact of the proposed programs or initiatives.

Proposals are due by January 6, 2025, at 5:00 p.m. and should be submitted electronically to info@vermontfitness.org with “RFP Submission” in the subject line. Award notifications are expected to be made by January 20, 2025.
